Over the last few weeks, we have reviewed the new store, cultivation, and manufacturing licenses issued in Q1 2023. In this post, we will highlight the overall trends and spotlight the changes occurring in Oklahoma as the moratorium finally took effect. We have included April 2023 data for Oklahoma to show the continuing impact.

Manufacturing licenses are the least prone to cyclical swings in terms of issuance. There are currently just over 6,200 manufacturing licenses in the Cannabiz Media License Database at 5,800 facilities. Cannabiz Media categorizes a license as a manufacturer if it fits the following description: License is for the processing (manufacturing) of marijuana-infused products, such as edibles or concentrates, but does not include cultivation or retail sale to customers. 

Following up on our recent review of dispensaries and retailers, we now delve into cultivation licenses. These “census” snapshots, derived from our Cannabiz Business Intelligence platform, show where new licenses are being created. As a result of moratoriums and market pressures, the rate of adding new cultivation licenses is down in most jurisdictions.

Now that Q1 has wrapped up, we want to share our quarterly round-up of which states issued the most dispensary/retailer licenses. Our 2022 recap showed that 2,750 licenses were issued, and four states accounted for 66% of the newly issued licenses in 2022. The first quarter of 2023 shows Oklahoma responsible for 47% of the 699 new licenses nationwide – despite their license “moratorium”.
